The calculator does not include penalties. If the title is not submitted by the mandated deadline, fees and penalties apply.

Location & Hours

The Dealer, Mail & Fleet (DMF) Division is located in the Gwinnett County Annex Building at 750 South Perry St., Suite 110, Lawrenceville 30046.

 
Hours of operation are 8 a.m.-5 p.m. Monday-Friday; drop off transactions are allowed from 8 - 5 and appointment only transactions are allowed from 8 - 4.

ETR Exceptions

Certain transactions will continue to be processed directly through DMF rather than ETR.  These include transactions that are exempt from TAVT:
  • Title applications for certain disabled veterans and non-resident service members
  • Trucks and charter buses registering under the International Registration Plan (IRP)
  • Vehicles purchased by government entities 
  • Loaner vehicles
  • Vehicles titled in a dealer’s name

About DMF

DMF is responsible for processing title and/or tag work for the following:
  • All dealerships selling to Gwinnett County residents.
  • Tag and title service companies registered to do business in Gwinnett County (transactions are processed for Gwinnett residents only). 
  • Gwinnett County businesses with multiple fleet vehicles. Businesses with more than five fleet transactions must come to DMF for service.

Appointment Transactions at DMF

All DMF in-person transactions are by appointment only but drop-off transactions are accepted any time without an appointment.
- Dealer representatives, fleet companies, and tag/title services may process up to five title transactions or up to 12 renewal-only transactions during each appointment.
- Dealer representatives, fleet companies, and tag/title services may schedule one appointment per day.
- Representatives must wait while the transaction is processed. If you must leave, the transaction is considered a drop-off and will be date-stamped and placed with the rest of that day’s work in the order in which it was received.
- All applications must be complete and ready to process at time of submission. DMF will not make arrangements for vehicle owners to complete title paperwork after it is received.
- Incomplete paperwork will be returned to the dealership for correction. All applications must include the following documents:

Please note the following:

  • DMF can only process titles and registrations for dealerships selling to Gwinnett residents.
  • DMF can only process an application in which a dealership shows a direct interest in the vehicle. This includes being the seller, buyer or lienholder.
  • Ensure that all title and tag applications are completed electronically or by hand prior to bringing the documents to DMF. If applications are completed by hand, all fields must be legible. We cannot process incomplete paperwork.
  • Work is stamped with the current date and placed in order of the time and date in which it was received. Paperwork is processed in this same order.
  • Once paperwork has been received, individual transactions cannot be pulled out for any reason.
  • All employees processing or picking up work for a company, dealership or tag and title service are required to provide documentation that they are authorized to conduct business on behalf of the company, dealership or tag and title service.
  • DMF cannot fax vehicle information to dealerships.
 

Payment Methods

  • Payment types accepted are checks, cashier's checks and money orders showing the selling dealership as the remitter and credit cards in the dealership's name.
  • Credit cards accepted are VISA, MasterCard and Discover. Due to PCI Compliance, Credit Cards may only be used for walk-in transactions and may not be accepted for drop-offs.
  • DMF cannot accept personal checks or personal credit cards as payment for dealership transactions.
  • Make all checks payable to "Gwinnett County Tax Commissioner." Our bank does not accept checks written using abbreviations (examples: GCTO, GCTA and GCMVD). Checks not made payable to "Gwinnett County Tax Commissioner" are returned along with the associated title applications and/or registration renewals.
  • Make sure that all payments are for the correct amount. If not, applications are returned, along with a request for verification of the transaction and the correct amount.
  • Note: Any dealer that has submitted payment to the Gwinnett County Tax Commissioner which was returned or deemed insufficient must submit certified funds (cashier's check or official check) for all payments submitted to Gwinnett County.
