Gwinnett County Tax Commissioner


Denise R. Mitchell, MPA, has served as Gwinnett County Tax Commissioner since the spring of 2022. In 2024, she was overwhelmingly elected by Gwinnett County citizens to continue her work as the Tax Commissioner. She is responsible for the timely, successful billing, collection, and disbursement of over $2.1 billion in revenue serving over 1 million in population. As an agent for the State of Georgia, she is also responsible for registering and titling the highest volume of motor vehicles in the state. 

Prior to becoming tax commissioner, Mitchell served as the chief deputy tax commissioner. She joined the Gwinnett Tax Commissioner’s Office in 1998. Mitchell was promoted to positions increasing in responsibility; from accounting supervisor to accounting manager and later, director of finance & accounting.

During her tenure as director of finance & accounting, Mitchell earned a statewide reputation for strong fiscal management and flawless accounting. She held management roles in the hospitality industry prior to her career with the Gwinnett County Tax Commissioner’s Office.

Mitchell earned a master’s degree in public administration from the Keller Graduate School of Management at DeVry University and a bachelor’s degree in Hotel & Restaurant Management from Georgia State University. She also earned Certified Local Government Manager and Certified Finance Officer designations from the University of Georgia.

She is vice chair of the Tax Commissioners’ Technology Development Council of Georgia (TC Tech), a member of the Georgia Tax Officials Association (GATO), and an advisory board member to the Department of Revenue Motor Vehicle Division. She previously served as a task force member for the Department of Revenue Tag and Title modernization project. She is a former member of Grace Toastmasters of Snellville. For 12 years, Mitchell taught English as a Second Language; she is also a long-time volunteer with the Gwinnett Tax Team’s Relay for Life.
